What the tribunal said
The tribunal assessed the unadjusted market rent for the flat in modernised condition at £2200 per month. Deductions totaling 30% were applied: 10% for tenant's improvements, 10% for tenant repair and internal decorating terms, 5% for tenant-supplied white goods, and 5% for predisposition to mould. This resulted in a determined rent of £1540 per month.

First floor flat in a 1940s purpose-built block without a lift or parking. The property was let in 1991 in dated condition. The tenant carried out extensive improvements, including renewing the bathroom and kitchen, installing wooden floors/carpets, replacing internal doors, and supplying white goods.
