What the tribunal said
The tribunal determined that the market rent for the subject property in good tenantable condition would be £800 per month. A deduction of £40 per month was made to reflect age and construction factors rendering the property susceptible to mould and moisture ingress, as well as tenant liability for redecoration. The starting effective date was moved to the decision date due to hardship raised by the tenant.

Dispute regarding damp and mould issues. An Improvement Notice issued by the council was revoked in January 2026 following completion of works. The tribunal allowed a deduction for age/construction issues relating to moisture ingress and mould susceptibility, as well as tenant redecoration obligations.
