The tribunal estimated an unadjusted market rent of £775 per month for the property in good condition based on comparable local 2-bedroom properties. A total deduction of £75 per month was made to account for defects to services, internal damp and plaster condition, and tenant improvements, arriving at £700 per month. Undue hardship was not sufficiently evidenced to delay the effective date.

The property suffers from damp, peeling wallpaper, mould, an inoperable condemned gas fire, drafty doors, a collapsing pantry ceiling, and a faulty electrical socket.
