What the tribunal said
The tribunal determined the market rent for a comparable flat in good condition to be £650 per month. Deductions of £15 per month for tenant-provided carpets and white goods and £10 per month for tenant yard improvements reduced the rent to £625 per month. The effective date was deferred to the decision date due to undue hardship.
