What the tribunal said
The Tribunal set an open market rent of £950 per month for a comparable property in good condition, then deducted £200 per month to reflect disrepair, lack of modernity, and tenant-provided white goods and curtains, resulting in a determined rent of £750 per month. Owing to financial hardship, the effective date was specified as the date of decision under section 14(7).
The property
Poor plasterwork, worn carpets, loose light fitting in hallway, missing kitchen cupboard doors, damp and mould in kitchen and bedrooms, cracked bath panel, damaged bathroom ceiling, missing wall tiles, and misted double glazing units. Tenant provided curtains and white goods.
