Starting from an open market rent of £415 per week for a property in good marketable condition, the Tribunal applied a 55% deduction to reflect landlord neglect, lack of white goods/carpets/curtains, and tenant-funded improvements including central heating, bathroom and kitchen fittings, plastering, and fencing, resulting in a market rent determination of £186.75 per week.
The property
The property is an unmodernised two-storey end-of-terrace house severely neglected by the landlord. The ground floor bay sash window has rot infestation. The tenant installed gas central heating, sanitary fittings, kitchen units, replastered walls and ceilings, and erected fencing. No carpets, curtains, or white goods were provided by the landlord.
