What the tribunal said
The tribunal disregarded tenant-provided social housing bidding evidence from 2022. Based on expert knowledge, the market rent for the flat in good condition was assessed at £450 per week. A deduction of 15% (£67.50) was applied to reflect tenant repairing/decorating liabilities, lack of white goods/furniture, and tenant-provided carpets, resulting in a market rent of £382.50 per week. The effective date was not delayed as no undue hardship was established.
