The tribunal confirmed jurisdiction because the statutory periodic tenancy rendered fixed-term rent review terms ineffective. The unit was valued as a one-bedroom flat with two reception rooms rather than a two-bedroom flat. Market rent was set at 1,050 pcm (reflecting an uplift for the second reception room) minus a 25 pcm deduction for an unmodernised bathroom, giving 1,025 pcm. The tenant's hardship application for a delayed effective date was rejected due to lack of evidence.
