What the tribunal said
The tribunal determined that the open market rent for the property in good modern condition with landlord-provided carpets, curtains, and white goods would be £1,100 per month. A 25% deduction (£275) was applied to reflect the tenant's provision of white goods and carpets/curtains, aged kitchen and bathroom fittings, basic heating, rotten window frames, and hallway damp/rot, resulting in a fair market rent of £825 per month.
The property
The kitchen and bathroom fittings are around 35 years old. No white goods, carpets, or curtains were provided by the landlord. Heating is by basic electric storage heaters. Original timber windows suffer from rot infestation and are difficult to open. There is significant damp and rot to skirting boards in the hallway requiring investigation.
