What the tribunal said
The Tribunal set an initial open market rent of £1,300 per calendar month, taking into account evidence from a comparable flat in the same building. Adjustments were applied to reflect tenant-provided carpets, curtains, and white goods (£90 total), partial central heating (£30), dated kitchen and bathroom fittings (£50 total), and general disrepair (£60), resulting in a determined market rent of £1,100 per month.
The property
The property was in average to dated condition with various defects and disrepair. Issues included decaying window frames and sills, faulty electric heaters/thermostats, peeling paintwork, a collapsed sink unit rebuilt by the tenant, a damaged front door panel, and dated kitchen and bathroom fittings.
