What the tribunal said

The tribunal determined that the open market rent for the property in good condition with white goods and curtains provided would be £900 per month. Deductions totalling £70 per month were made for the unmodernised condition and damp (£30), coin-operated utility meters (£20), and tenant-provided floor coverings and curtains (£20), resulting in a market rent of £830 per month. Owing to undue financial hardship, the tribunal exercised its discretion to postpone the starting date of the new rent to the decision date of 12 June 2026.

The property

The property is in an unmodernised condition with issues including damp, recurring maintenance defects, rotten window frames, and historical heating failures. Utilities are supplied via landlord-controlled coin meters. The tenant provided their own carpets, curtains, and floor coverings, and carried out internal painting and tiling.
