What the tribunal said
The Tribunal determined the market rent at £1,350 per month. Based on local comparables and expertise, an unimproved modernised flat with gas central heating would command £1,450 per month. A total deduction of £100 per month was applied to account for the property's condition relative to comparables and the reliance on electric storage heating.
The property

The tenant carried out redecoration works including wall preparation, painting, shelves, and stick-on floor tiles. Deductions were made by the tribunal for general condition and electric heating.
