What the tribunal said
The tribunal assessed the unadjusted market rent in good condition at £1,100 per month. It deducted 25% (£275) to account for disrepair, tenant improvements, and the inconvenient layout of the accommodation. It made a further deduction of £75 per month for the lack of modern central heating, tenant-provided carpets/curtains, and minor repairs undertaken by the tenant, resulting in a market rent of £750 per month.
The property
The property suffers from poor sealing around window sashes causing draughts and heat loss, mould growth, penetrating dampness, water ingress damage, poor external paintwork, and a non-locking entrance door. The configuration includes a shower cubicle located in the kitchen and an inconveniently located WC on a lower mezzanine without a washbasin. There is no modern central heating (electric night storage heating present).
