What the tribunal said
The tribunal determined that the open market rent for the property in fully refurbished condition with landlord-provided white goods, carpets, and curtains would be £1,550 per month. It made a 40% (£620) deduction to account for the overall neglect, internal refurbishment needed, lack of landlord-provided carpets, curtains and white goods, lack of central heating, and the internal configuration, resulting in a market rent of £930 per month.
The property
The property is a converted detached bungalow in poor/neglected overall condition requiring substantial refurbishment. Kitchen and bathroom fittings are basic and very dated (around 50 years old). The softwood single-glazed windows suffer from rot infestation and have basic secondary glazing. There is no central heating or gas supply, relying on dated electric storage heaters. The tenant provided all carpets, curtains, and white goods.
