What the tribunal said

The tribunal assessed the open market rent of a comparable house in good condition at £300 per week. A 30% deduction (£90 per week) was applied to reflect the tenant's provision of white goods and floor coverings, basic unfitted kitchen, outdated bathroom without a shower, widespread dampness, and lack of central heating. To prevent undue hardship, the effective date was set to the decision date rather than the notice date.

The property

The property suffers from widespread dampness and mould affecting the hall, front living room, kitchen, pantry, front bedroom, and bathroom. Skirting boards in the hall are rotten. The kitchen is basic and unfitted with no plumbing for a washing machine. The bathroom has mismatched fittings and no shower. Heating is provided by dated night storage heaters in living areas only, with no heating in bedrooms. White goods, floor coverings, and curtains belong to the tenant.
