What the tribunal said
The tribunal determined the market rent based on local comparable properties. Deductions were made to reflect the landlord's lack of exterior repair and to disregard tenant improvements (carpets and redecoration) beyond lease obligations.
The property
The tenant decorated several rooms and provided new carpets in the living room, landing, and hallway. The landlord had neglected exterior maintenance, including damage to the front window ledge and other disrepair.
