What the tribunal said
The Tribunal assessed the open market rent at £1,100 per month if fully modernized. It deducted 33% for tenant improvements, internal decorating obligations, and lack of insulation, arriving at £730 per month. A 10% deduction for scarcity resulted in a fair rent of £657 per month, which was lower than the capped rent of £694.50 per month.
